Consulting Services for Supervision over Construction Works on Reconstruction of Tyup-Kegen Road from km 39 until km 76 and Karkyra-Turuk-Sary-Jaz Road Section (about 14 km)

- The Kyrgyz Republic received financing from the International Development Association (IDA) towards the cost of the Third Phase of the Central Asia Regional Links Program (CARs-3) and intends to apply part of the proceeds for consulting services.
- The Project envisages the reconstruction of following road sections with total length about 51 km:
— Tyup-Kegen road section, km 39-km76 originates in Sary-Tologoi village and continues up to the Karkyra-avtodorojniy border crossing point on the border with the Republic of Kazakhstan (with total length 37 km). This section envisages the reconstruction of existing gravel road in accordance with III road category parameters, including 500m. dirt road to access San-Tash Tamerlane historical monument to be reconstructed in accordance with IV road category standards as per (SNiP 32-01-2004).
— About 14 km Karkyra-Turuk-Sary-Jaz road section, leading to the the Ak-Sai Travel tourist camp in the Karkyra Gorge. It is proposed to reconstruct the existing road in accordance with IV road category standards.
The project sites are divided into two lots: Lot 1 — Tyup-Kegen road, section 39-76 km, including 500 meters, leading to the historical monument San-Tash; Lot 2 — a section of the Karkyra-Turuk-Sary-Jaz road with a length of about 14 km.
- Based on the environmental screening the Project has been assigned the Environmental Category B that requires an environmental assessment that complies with the World Bank’s social and environmental safeguard policies. The safeguards policies triggered for this Project include: Environmental Impact Assessment OP/BP 4.01, Natural Habitats OP/BP 4.04, Physical Cultural Resources OP/BP 4.11, and Involuntary Resettlement OP/BP 4.12.
The Implementing Agency for this assignment and the subsequent Employer of the Project is the Ministry of Transport and Communications of the Kyrgyz Republic. Implementing Agency has prepared the draft safeguard documents: Resettlement Policy Framework (RPF), draft Environmental and Social Impact Assessment (ESIA/ESMP) for the proposed Project that were reviewed by the World Bank.
- The main task of the consulting company (the Consultant) is to supervise the civil works contract and assist in procurement of road maintenance equipment.
- The first part the consulting services is to supervise the civil works contract. The Consultant will supervise the civil works on road sections, as well as ensure the compliance with road safety standards, environmental and social safeguards, including measures for the protection of objects of historical and cultural heritage
- In the second part of the assignment, the Consultant shall assist in the procurement of road maintenance equipment.

The Ministry of Transport and Communications of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. The interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (company profile, organization and staffing etc.). The shortlisting criteria are:
- Minimum experience of at least 10 years in similar assignment;
- At least 5 similar assignments of similar nature and size at international level over the last 10 years;
- Previous working experience in CIS; work experience in Central Asia/Kyrgyz Republic is an advantage.
The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associations in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture shall individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment.
The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS).
