Contract No. and Title: CAREC/C1&3/ICB/CW2:  Rehabilitation Works with 5-years of Performance-Based Maintenance Services.

The number and identification of lots comprising this ICB is:

LOT 1 – Section 1 Balykchy — Kochkor Road (km 0+000 — km 43+000)

LOT 2 – Section 2A Kochkor — Epkin Road (km 62+400 -km 89+500)

Deadline for Submission of Bids: 23 January 2019, 16:00 hours [local time].

 

  1. Kyrgyz Republic has applied for financing from the Asian Development Bank toward the cost of the CAREC 1 and 3 Connector Road Project, Phase 2 – Additional Financing. Part of this financing will be used for payments under the Contract[s] named above. Bidding is open to bidders from eligible source countries of the ADB.

 

  1. The Ministry of Transport and Roads of the Kyrgyz Republic (“the Employer”) invites sealed bids from eligible Bidders for the Rehabilitation Works and 5-years of Performance-Based Maintenance Services for:
  • LOT 1 – Section 1 Balykchy — Kochkor Road (km 0+000 — km 43+000)
  • LOT 2 – Section 2A Kochkor — Epkin Road (km 62+400 -km 89+500).

 

  1. The Works Contract for Lot 1 will contain the requirement for the Contractor to arrange for and carry out a Design-Build component for a new automated, railway crossing of the main road to replace the existing manually operated facility. A specific Pay Item for this work is included in the Bill of Quantities for which the Bidder must provide a bid price. This is to be based on the General Requirements and Special Specifications provided by the Railway Company [in Section 6 of the main Bid Documents]. The Contractor must subsequently prepare an appropriate “Design-Build” contract to be signed with an approved sub-Contractor for undertaking the specialized work in parallel with the main road Works Contract.

 

  1. As a condition of the approval of the Initial Environmental Examination reports, measures to protect relics of major archaeological interest are to be included in the works. This is necessary to prevent damage from impact and vibration effects during the construction and the future operational stages. The Contractor shall appoint to his team, a suitably qualified archaeologist[s] to do pre-construction surveys and to monitor the works. It is expected that this will lead to modified excavation and compaction techniques in the localized sensitive areas.

 

  1. The overall Rehabilitation Works contract period is 24 months, to be followed by a 60-month Performance Based Maintenance Services component of the road works. However, maintenance of the railway crossing facility will be taken over by the Railway Company at the end of the required defects notification period for that component.

 

  1. International competitive bidding will be conducted in accordance with ADB’s Single-Stage Two Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.

 

  1. Only eligible Bidders with the following key qualifications should participate in this bidding process (should a Bidder be a Joint Venture, the method of how the below mentioned evaluation criteria will be applied, is further detailed in the Bidding Documents):

 

Pending Litigation: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total, not represent more than fifty (50) percent of the Bidder’s net worth. This is to be calculated as the difference between total assets and total liabilities.

 

            Financial Situation:

  • The Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive;
  • Its minimum average annual construction turnover within the last Three (3) years must not be less than:

 

Lot 1 – USD 27 000 000

Lot 2 – USD 20 000 000

Combined for both lots – USD 47 000 000 calculated as total certified payments received for contracts in progress or completed; and

 

  • Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments are not less than:

 

Lot 1 – USD 4 500 000

Lot 2 – USD 3 500 000

Combined for both Lots – USD 8 000 000

 

Construction Experience:

Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds:

 

For Lot 1 – USD 29 000 000

For Lot 2 – USD 21 000 000

In the case where a Bidder bids for both lots, for the purposes of this criterion it should qualify for requirements for each lot separately, through submission of references for two separate similar contracts.

 

The similarity of the Bidder’s participation shall be based on the physical size, nature of the works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements.

 

Key activities:

Minimum construction experience in the following key activities must be given:

  • Production and placement of Asphalt Concrete [AC] of not less than:

 

For LOT 1 – 19 000 m3 in any one year;

For LOT 2 – 13 000 m3 in any one year;

 

A Bidder who submits bids for both Lots has to meet the combined construction experience of 32 000 m3 in any one year to be qualified for the award of both Lots.

 

  • Production and placement of Stone Mastic Asphalt [SMA] of not less than 20 km length in any one year.
