1. The Kyrgyz Republic has requested the Asian Development Bank (ADB) to finance the Loan 3730/Grant 0621-KGZ: CAREC Corridors 1 and 3 Connector Road Project — Additional Financing. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Transport and Communications (MOTC) of Kyrgyz Republic (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of the (1) CAREC/C1&3/ICB/CW3/Lot-1: Capital repair to 14.38 km of roads in the Ton raion and the city of Balykchy-LOT 1, and; (2) CAREC/C1&3/ICB/CW3/Lot-2: Capital repair to 20.01 km of roads in the Kochkor raion-Lot 2 using funds saved under the Balykchy-Kochkor-Epkin project. (“the Work”).

3. Open Competitive Bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
For Lot 1:

| (iv) Bidder’s Experience | Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one (1) contract completed within the last five (5) years, where the value of the bidder’s participation under the contract exceeds US$ 4.0 million. |
| (v) Experience in Key Activities | a) Production and placement of 2 layers of Asphalt Concrete surfacing of not less than 100,000 m2 in any one (1) year under one or more contracts. b) Production and placement of gravel sub-base with a thickness of 25 cm – 50,000 m³. c) Excavation – 100,000m3 |

8. A pre-bid conference will be held on 17 March 2026, 3:00 PM (Bishkek time). The Employer will present the main features of the project, and Bidders will have the opportunity to ask any questions. 9. Deliver your bid:
- to office 601, 6th floor of the same address in para. 8;

10. Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend. Opening of bids will be done at the PIU Conference Room of the same address in para. 8 immediately after the deadline.
